I chose to take out every component of my old PC, everything went smoothly until I reached the CPU cooler removal. The cooler I have is an AMD Wraith Prism; I took off all the cables and made sure the lever was pulled up, but it still won’t come out as if it’s stuck to the CPU.

Gently twist it back and forth until it becomes loose.

Yeah, you got a cake on then. Try to soak a bit of alcohol between the CPU and the cooler with a lint free, non static building cloth.

Warm up the thermal paste with a short run on cinebench/prime95, then it comes off smoothly (also by gently twisting). I pulled my 3700x out of the socket and it stuck to the cooler without any harm to the pins or socket.

It's really tough because the CPU isn't working, so it won't start up. Thanks for understanding!

Use a hair dryer or a heat source to warm the heatsink. Rotate it back and forth until the paste separates. If the CPU seems damaged, you can go further. However, I’m not sure if it’s broken—could be a faulty BIOS update or something else?

It seems the CPU might be faulty because it suddenly stopped posting while all fans ran at full speed. It could be due to a BIOS update issue, though that would be unusual given I’ve used this system well without problems and haven’t overclocked.
