I recently replaced my HDD with an SSD and switched to Windows 10 because the old drive was very slow. After the installation, I lost access to some of my Steam games. When I launch Steam from the HDD, it gives an error message. I managed to install Steam on the SSD, but none of the games appear installed. Downloading them takes forever due to my slow internet connection. Additionally, my shortcuts aren’t showing up, and I’m not sure if that’s normal.

You'd need to connect the updated Steam install to the previous download locations

Create a new Steam folder and follow the guide available on Google for setup.

Open steam, click on games, choose properties, pick local files, and search for your previous installation spots

I needed to remove a folder, but it incorrectly identified the location, so it deleted it automatically. Now it functions properly, thank you!
