I've attempted to download both Debian and Ubuntu Server, but the Debian setup worked while the installation failed to start properly. For Ubuntu Server, the installer didn't launch at all. On my system, I reached the EFI stub and recorded initrd data in PCR 9, but it remained inactive. The hardware specs are an i7 9700K on a GL12CX board, 16GB Corsair RAM, and an RX550. I turned off Secure Boot, reset the CMOS, yet the problem continues. Any suggestions?

You asked if the system remained disabled post-CMOS reset and whether the default state applies. It seems CSM might also be inactive. Regarding boot behavior, it appears the device doesn’t automatically power on unless explicitly triggered.

Debian fails to boot, while Ubuntu Server doesn't start the install. Secure Boot is disabled, and I haven't attempted or observed CSM. Can you clarify what's happening?
