Consider a corrupted installation. You might attempt a fix using DISM and/or sfc. DISM: DISM /Online /Cleanup-Image /CheckHealth (execute in an elevated Windows terminal) SFC: sfc /scannow (run via CMD)

It seems the process needs to be executed in a Windows terminal, not CMD. I noticed no corruption detected, but the issue persists with a black screen and oversized cursor.

You could power down the PC before it boots into Windows. Repeating this a few times might trigger the advanced startup. I included a screenshot from Microsoft documentation. Note: Personally, I recommend formatting the PC after backing up the files you wish to retain—perhaps by booting Ubuntu from a USB drive.
