My 3100 handles 4.6ghz with a 120mm AIO, but it crashes under AVX-intensive tasks. AVX puts a strain on the CPU. Also, did you see your performance drop to 75c in Prime95's small FFT test? (that’s the most demanding benchmark). If that’s true, it suggests you have a solid chip. You could try PBO (though I’m not sure how) or push your AVX stable overclock and stop there (that’s my approach).

I handle 4600 down easily at 1.225v. 4700 seems tough even with 1.32v, but I manage to get through windows at 4900. All in one voltage setting—no boosters or tricks. It behaves like my 3600XT when it stops trying to AVX and just restarts. I’m not sure if this is my PSU since it’s brand new and uses two EPS cables. I was only using an 8-pin from my previous unit, which cost me the MHz race there. But if the clocks are really fast, it works fine.
