The choice to turn off Fast Startup applies mainly to older systems or those with legacy hardware that causes issues. Your setup is fully compatible with this feature. It’s unclear what changed or what actions were taken, so I recommend trying a Safe Mode to troubleshoot further.

It seems I might be incorrect about being able to start in safe mode since I rarely reach a Windows recovery screen. I can only reach the repair menu via an installation USB.
