Windows blocks normal users from modifying system folders like C:\Windows. Using admin rights on the executable should grant access to write those locations.

You'll need chipset drivers so Windows can interact correctly with hardware like USB, GPU, storage, and sound. Even without proper drivers, Windows might run but certain features could be missing or disabled. If you encounter problems, the Device Manager should display alerts, and Windows Update should handle driver installations as well.

It seems I might be mistaken—these drivers were included with this release of W8. Check the Device Manager for USB host controllers... This could explain why the installation is blocking them. The window you mentioned refers to the driver information.
