As suspected, I had already enabled telemetry and automatic updates in gpedit.

In the Group Policy Editor, navigate to Computer Configuration > Administrative Templates > Windows Components > Windows Update > Windows Update For Business - Double Click Manage Preview Builds > Toggle Enabled > Choose “Enable Preview Builds” from the list. This action will replace any conflicting local settings if telemetry is active as you mentioned.

Ensure the section is labeled "Optional" in Settings > Privacy > Diagnostics & feedback. Set feedback frequency to "Automatically" at the bottom of the page.

I didn’t modify Windows directly, but a tool could monitor it and adjust privacy settings. It’s possible a program tracks changes and prevents them, and you should review any active services.
