End some running tasks one at a time, beginning with those not in use. Confirm the F key after each termination. It seems a program might rely on it as a shortcut. You mentioned this is on a laptop—try pressing Fn plus F. Also, connect an external keyboard.

I'll attempt to complete the tasks next time it occurs. I've tested external, wireless, and virtual keyboards. The 'F' key functions in other apps but isn't available for typing 'F' in Windows.
