Steam installs are unpredictable. The most reliable option seems to be using your own country's server and checking later. Factors like time of day, nearby users, and the provider all play a role. Also, GTA is a large game—completing the download took me about 12 hours.

Currently, I'm outside the US. My country's internet service is quite poor, and it doesn't even support its own Steam server.

I tried the closest one, not even bothering to re-install Steam because this is a new build and I just downloaded Steam thats why I have to re-download GTA V. My other PC took 3 days until it finished.

It took a long time to set up using the DVD, about an hour. The remaining updates were quick at around five minutes, but there are now more than 2GB of new content added.

I purchased it from Rockstar, which might explain the issue. However, the Steam servers in the Netherlands are also problematic.
