I put in the 399.07 but it's still the same, I don't want to install Windows 7 because then I won't be able to play games that need Windows 10 and it's just a hassle.

My friend uses the exact same CPU as me along with a GTX 750 Ti and achieves over 60 frames per second.

Yes, you can arrange the Task Manager Process tab so that it displays processes in descending order based on their CPU usage while the game is running.
