Check if your system needs to disable the undervoltage protection settings. You also adjusted the fan speed in BIOS, but the CPU temperature didn’t decrease as expected.
To be cautious, I’d turn off UV protection just in case anything unusual occurs. The lack of noticeable temperature shifts from adjusting fan speed seems questionable. Were temperatures recorded during gameplay or with synthetic materials? If not, it suggests a potential issue with heat reaching the cooler’s cold plate—perhaps a remount is required. Also, consider applying a bit more thermal paste than you think necessary to guarantee complete IHS coverage. Overall, the PA120 appears able to handle an undervolted 13600k even in synthetic conditions.
I recorded a clip above; it looks unusual. Based on what you described, I adjusted the internal CPU VCore offset by -0.050 using the provided video, but temperatures stayed the same. I also verified with HWMonitor and found the IA offset was -0.051, indicating a slight shift.
Running at 50 cents with fans blowing strongly probably indicates an issue, suggesting a need for a replacement part to manage engine temperature.
I would highly suggest remounting with the results you've shown me, it's possible that there's a gap either not making contact or that may not have thermal paste at all, hotspots like that can kill a chip much quicker than standard operation. remounting a cooler takes 15 minutes at most and ensures you won't have any future heating issues, combine that with an undervolt and that chip/mobo will last 10+ years.
