Can you observe the interior of the pump? To see the water being drawn in? I've heard about certain coolants that might block the pump or CPU area, leading to reduced water flow over time. This would be unusual since everything is pre-built and uses consistent materials. It's rare, but it's worth considering as a possible issue.
Unfortunately, the paste exchange hasn’t helped. It might be worth checking the power supply instead.
It doesn’t seem the PSU is the issue. The problem might lie with another part of the water cooling setup. You could consider purchasing a quality heatsink for around 40-60 dollars and then attempt to fix the cooling outside. If that resolves it, you should be able to get your system working again.
