As discussed, once everything is up to date and you're using stock, the problem shifts to the AIO and the monitoring software that keeps the CPU in a high power mode. 80°C during heavy load is typical for the stock cooler, particularly when PBO is enabled. If you've changed settings in the BIOS, that's your responsibility.
Appreciate the feedback! I checked the voltage readings—around 1,400 and 1,510 at 4,200Mhz. I entered the BIOS and reset it; it took a while to stabilize. I switched to manual settings using Ryzen Master, set the voltage to 1.2625 at 3,800MHz, and the temps settled between 63 and 64 degrees.
