I wouldn't take off the cooler merely for cleaning, since the paste isn't conducting. If it is, it's irrelevant. But if it is, or you still wish to eliminate it, employ a qtip to gently remove any excess.

I'm not sure if it's conductive. The silverstone NT06 Pro paste came with the cooler. After testing, my multimeter shows no electrical conduction when checking the paste on the syringe tip.

I don’t see any details about the thermal paste. As you mentioned, a qtip works well for cleaning it up.
