Many of my external HDDs display as "Local Drive" now. In Safe Mode they show the labels I've given them, but when I restart to normal mode they return to being local drives again. Everything functions properly otherwise. I'm thinking about a system reset, but I'd prefer a less disruptive solution.

In standard mode, if you firstly unplug the external and plug back in, or try connecting to a different USB port, motherboard ports, and case ports, the device will attempt to reconnect.

Groucho, does this indicate that the "Safely remove hardware" feature is missing from your external drives? If not, what other issues are you facing besides the absence of the label?
If the option is gone, follow these steps: open Device Manager, right-click the problematic drive, uninstall it, unplug it, restart your PC by selecting RESTART, and then reconnect it once Windows is fully up.

I must attempt this. All the HDDs listed as Local Disk are linked through a USB hub. I'll inform you once I have the opportunity to test.

They seem to show up during removal in the Taskbar Notification section. I haven’t confirmed it yet, but I’ll let you know soon.
I’m puzzled as to why they appear normally in Safe Mode.

It seems they might all be linked to the same USB hub, so connecting each drive directly to the internal USB could be the next step. I’m starting to believe there could be a problem with that hub.

In Windows Explorer, when it refers to the local disk, you can right-click on it and modify the volume label to show a desired letter or word.

This indicates that Windows recognized them as external removable drives.
The issue lies elsewhere—perhaps the properties window shows incorrect labels.
PS, Loki mentions varying labels, which means his suggestions may not apply here.

It would quickly resolve the hub issue by inserting it directly into intel pc usb. If that fails, you can attempt an AutoRun.inf file made in notepad. Ensure you save it as AutoRun.inf and put it on each external drive with your own drive label and icon as specified. Before saving as an inf file, use the drop-down extension box and choose 'all files' to prevent it from becoming a .txt file. This should fix your file explorer label issue. Cheers.
