I'm struggling to understand what's going on. I'm trying to figure out why my computer slows down right after I turn it on and start using it, whether it's playing a game or browsing the web. After a couple seconds, I notice my performance drops drastically—audio feels delayed, everything runs very slowly, and frame rates plummet. Once it recovers, things feel normal again. This is really frustrating because it shouldn't happen.
I've tried several things over the past year: reinstalling Windows a few times, running disk checks, using multiple antivirus programs, cleaning the system, updating drivers, disabling startup items, and even updating graphics. I even did a memory analysis and checked for malware. After wiping the PC multiple times, I still face the same problem.
It seems like security scans might be running too frequently in the background, possibly affecting performance. I've seen over 3000 scans in a short time, which is unusual. My CPU is fast, but this still feels odd. I'm not sure what's causing it, and I'm hoping someone can help me figure it out.

we lack sufficient details, but it might resemble a mouse or kb—anything relying on usb. compile a list of all usb devices currently active (internal or external) or attempt to disconnect them to identify the problem. a ram test wouldn’t be harmful at full specifications. https://www.memtest86.com/ (follow the guidance)
ps: also would recommend to do a fresh windows install again and do not install any programs except the aforementioned memtest86 and Malwarebytes, while also using windows defender additionally. because there's way to much going on software wise (Kaspersky, really??) for my tastes.
I was actually serious, but it's a complete positive... I suggest using Windows Defender instead. Hopefully that resolves the issue, good luck!
