Check if it requires constant power. Test the device on another system and see how quickly the BIOS loads. - If it shouldn’t run continuously, keep it off until needed. (Is this a hard drive dock? Link?)

It's one of those items (a hard drive dock) you can use without constant power. I won’t need it running all the time, though I’ll check the slow BIOS on another device later.

Check your BIOS settings to confirm it isn’t trying to access your HDD dock. Use F2 or DEL to enter BIOS. Make sure the connected device is properly plugged in before turning on the system.

I turned it off earlier, but there’s no change. The issue is with Windows itself.

It seems unrelated to the dock itself, but whether or not my HDD was running during the last session affects my PC speed. I’m unsure why, since the drive is mostly filled with games and videos. Epic Games Launcher might be a possibility, but it was happening before that. It could also be due to Hyper-V Virtual Machine on the HDD, though I don’t use it much.
