You should generally enable EXPO. Otherwise, as you've discovered, the RAM will not run at its rated speed. You can always disable it again if you discover stability issues (or reduce clocks slightly), but without it, you're leaving performance on the table. Since both XMP and EXPO are technically overclocks, there's no guarantee they work, but generally should (though, EXPO being the "new" AMD tech isn't quite as reliable yet)
