Even the leading 20 series cards consumed most of a PCIe 3.0 8x lane and fell short of utilizing the full capacity of 16x. I understand the 30 series offers greater speed, yet for a device expected to double the performance of a card that just reached its limit on 8x, it should comfortably handle 16x as well. I suspect the 2080 Ti and possibly Super models might struggle with 8x, but that was their limit. I believe the 30 series will perform similarly at 16x, though only the 3090 or future Ti/Super variants would truly reach the full bandwidth.

Same, but heavily influenced by games. With RTX IO now available, more features will roll out in PCIe. Doubling power adds another layer of complexity. Uncertain how this impacts overall performance.
If you're planning to invest $700 or more in a GPU, then PCIE3 might really limit performance. In that case, it's likely you should consider switching to a Ryzen 4000 or an Intel 11th generation processor when the time comes.
