Using the stock cooler, downdraft coolers, or adding airflow over the VRM heatsink should resolve the issue. The low-end VRM model appears to be functioning with a suitable heatsink.

Hardware was unpacked and praised for the original B450m HDV, considered a solid starter board. The hdv r4.0 is described as a budget version lacking the VRM heatsink. Advise against purchasing it. Consider the giga B450m S2H, DS3H, or B450m HDV without R4.0 instead.
