It's a web browser feature, not a Windows one. File explorer doesn't support this. There is maybe a utility that might do this, but nothing in Windows natively exists.

Skype and Discord both feature smooth middle-click scrolling. I’ve started using it regularly, though I sometimes feel uneasy about long lists in File Explorer.

On the AutoHotkey community site, 'aph' developed a script for enabling middle-click scrolling in File Explorer. I’ve begun using it and it functions effectively.
