You should verify if Destiny 2 is running in compatibility mode. Your monitor might have software that creates problems, such as LG's split-screen utility which can cause issues even though Windows handles it better. If you use any proprietary software for your monitor that lets you control it from Windows, try removing it and see if the problem persists. In the worst case, download an older NVIDIA driver (2-3 versions), use the DDU Uninstaller, boot into safe mode, and uninstall your graphics card driver. Restart after disconnecting the network cable beforehand so Windows doesn't attempt to assist immediately. This helps determine if the issue is related to NVIDIA's driver or another source. I performed a test from UserBenchmark and PassMark links. Nothing changed despite all the checks.

The score markers aren't set in stone and don't relate to the game itself. In graphics, a low 2nd percentile is concerning.

Userbenchmark isn't very consistent, so don't rely on it too much. You've got a strong setup there—you should easily hit over 100fps at 1080p ultra in D2. With a 4.2Ghz 5820K and 1660 Ti, and assuming dual-channel RAM, hardware issues are unlikely.
