Experiencing stuttering during gameplay when it shouldn't happen
PC struggles during gameplay.
99% lows fall to roughly 20 fps, dropping from an average of 100, with no thermal problems. Automatic overclock was enabled via MSI Afterburner, though previous issues existed before this change.
CPU and GPU utilization in most titles stays between 30-40%. In Borderlands 3 at maximum settings, it stays near 80%.
Hardware details:
Palit RTX 4060 dual OC
I5 12400
32 GB RAM at 3200 MHz (with XMP, 2133 MHz native), AMD 16 GB sticks x2 (works fine in single-channel mode, only two slots on the board)
m.2 SSD (Digma Mega DGSM3512GM23T 512GB) (connected to the second m.2 slot, but manufacturer info confirms both slots are Gen4 PCI-E, with four lanes)
ASUS B660 M.2 M.2 (D4) motherboard
850 watt 80+ bronze power supply
The NVIDIA drivers are current, the BIOS drivers are unclear, and I'm unsure how to verify them since I recently got this PC.

If you have dual RAM modules, identify the precise model and brand of the memory unit.
Determine the exact make and model of your power supply unit. Is this a custom-built system?
