It's the throttle. Upgrade to a better cooler. Your GTX 1060 running on Linux should achieve around 180 FPS with all low settings in GTA V. With your GPU, FPS should be closer to 1.

In warzone, the CPU is consuming about 60% of resources while operating at 75c. My GPU is handling 96% load at 70c, which shouldn't cause any issues.
