With the new Ryzen 7600X and a 600W PSU, it seems your system may not be optimized for the upgrade.
It seems you're checking if the GPU is drawing power properly under load. The VRAM area should correspond to the GPU RAM, so that's a good starting point. If you have an integrated graphics CPU, stress testing without the 1080TI might help. A faulty PSU cable or GPU power draw issues could also be the cause. How recent is your PSU?
