You're experiencing low GPU usage and high FPS issues despite having a capable setup. It might be due to driver conflicts, background processes, or system settings interfering with your graphics card. Try updating your drivers again, closing resource-heavy apps, and checking for any background tasks that could be draining performance. If the problem persists, consider testing on another machine or contacting the game developer for further assistance.

The CPU’s single-core speed falls short compared to today’s expectations. However, perhaps that’s not the main issue. Are you running the most recent BIOS for your motherboard and the newest AMD chipset drivers?

Your chipset drivers are up to date, but your BIOS might still need a check. It’s best to verify compatibility before proceeding.

You're unsure about your board model, but it's best to use the newest Bios version. Regarding the chipset driver, did you get it from AMD or the original manufacturer's motherboard?

BIOS improvement supports not just compatibility but also stability and speed. Get drivers from AMD rather than the motherboard maker’s site, as the board is outdated and support may have ended. Regarding drivers, using DDU can help remove your display driver and install the newest one. Sometimes driver updates fail. Also, poor GPU performance often indicates a CPU limitation—check how heavily your GPU was using.
