I own a PC with the following components: 9400F, 16GB RAM, 3060 Ti.
Despite the CPU being fairly outdated, it still handles most games well, including several recent titles.
However, I’ve noticed that after installing the latest updates in Cyberpunk, CPU usage reaches nearly 100% during night city areas, particularly while driving—something that rarely exceeded 80% before. This leads to frequent FPS drops into the low 50s.
In Dogtown (from Phantom Liberty DLC), the game becomes extremely laggy while driving and is mostly unplayable, with the CPU consistently at full utilization.
Could these FPS reductions be due to insufficient CPU power? I tried running the same game on another system with an i5 10400F and RTX 3060, but performance didn’t improve much despite a slightly better CPU.
Does the game need high-end hardware for smooth operation? This makes most entry-level systems, like mine, less relevant.
Why has the game become so demanding recently?
Could upgrading to something like an i5 12400F or 13400F help improve performance and reduce FPS drops?

Essentially. Improving graphics and adding better visuals make the game more resource-intensive. Set all graphics options to their minimum and check if frame rate rises. If it does, your GPU is limiting performance. If not, your CPU might be the bottleneck, and upgrading it would help increase FPS.

With several monitors you can execute hwinfo and observe CPU and GPU usage, which might provide some insight. There are methods, such as using msi afterburner, to display the data on a single screen, though I haven’t used that in years and don’t know the setup details. I haven’t played Cyberpunk recently. My primary gaming rig is a 13700k and 4090, running at 4k with most settings fully enabled and no artificial frame generation. It generally looks good but the average frame rate stays well below 60, with noticeable drops in certain sections. The game still performs quite well overall. Perhaps it’s still too early for technology, or it could be related to coding issues.

I believe the limitation comes from my previous CPU. Should I upgrade to a 13th or 14th generation i5 now, or wait until the 15th generation is ready? I’ve heard that 15th generation chips will offer more cores than their older models without Hyperthreading support. Are those likely to be much more powerful than the current i5/i7 chips? Also, do you have any suggestions on when Intel might release the 15th generation?

Additionally, if a game update impacts graphics, it's probable that some or all graphic settings revert to their default configurations—recheck those accordingly.

They did an update a while back that makes the game better multithreaded, so it actually starts using 6+ cores. Coupled with how old the CPU is, it's likely the CPU is no longer able to keep up with the demands the game wants.
It's likely Hyperthreading won't go away any time soon, even with all the security hubbub going around. Unless you're some multi-billion dollar company or person, nobody's going to exploit these vulnerabilities to go after you. It's much easier to just send you a scary email saying you've been hacked and you should send money to a BTC address.
As for when it's release, nobody has a hard date. People point to the end of this year into the next.
