It’s normal for the central processing unit (CPU) to be utilized more than the graphics processing unit (GPU) when an i5-8400 will inevitably limit the performance of a RTX 2080. I’ve found it challenging to consistently achieve smooth gameplay in PC games, particularly during online sessions. What titles are encountering difficulties for you? For instance, Forza Horizon 3 frequently experiences pauses but occasionally runs without issue. Battlefield 1 can sometimes exhibit lagging sensations that resemble stutters, and frame drops aren't uncommon.

Is this a problem with the display, or is the processor limiting performance? It’s unusual since the CPU isn’t running at maximum capacity – it’s only using 60%, while the graphics card is operating at 20-30%.

The display screen won't restrict the refresh rate. Utilizing it this way is clearly detrimental. Remove your graphics card drivers with Display Driver Uninstaller and then re-install them.
