Hey everyone! I just started using the dolphin emulator and everything is running smoothly except for some stuttering issues. I’m getting around 30fps, which is the maximum, but there are occasional pauses where both video and audio freeze for a quarter of a second. I’m comparing it to my twin who has a Frozr 970 and an i5 4430, running a texture mod I found on Tumblr.

It isn't your setup. I suspect you need to adjust the configurations. Every machine is unique, so the defaults might not work. Tweak them gradually until issues resolve. One change at a time. Also, I'm unsure how the system treats mods.
