I recently switched from a 970 graphics card to a 2080 Ti, but I'm still running my original i5-6600k processor. I’m experiencing fluctuating frame rates in Quake Champions, even when using minimal graphics settings. Considering this, should I consider replacing my long-standing CPU with an i7-9700k?

An Intel Core i5-6600k processor might limit performance. Ensure the display scaling is set to 100, as this effectively renders the game at 4K resolution, which can significantly decrease frame rates, particularly with limited memory.

With a resolution of 2560 by 1440 at a refresh rate of 144Hz and 16 GB of memory, the frame rate fluctuates wildly.
