I recently installed a new graphics card (MSI GeForce GTX 1080 Ti 11 GB DUKE OC) and every time I increase my core clock above 70 it crashes. It could possibly crash at that same level, as I’ve only tested it for short sessions under one hour. My memory clock is set to +450, power limit is at 117%, and core voltage at 50%. Temperatures remain in the high 60s to low 70s during crashes. When I turn off the core clock and keep everything else unchanged as described earlier, nothing happens. Is this typical or is there an issue?

It seems you didn't receive a favorable result. Consider boosting to +50 Core clock speed and check stability. If stable, proceed to 60.

Adjust the Memory Clock to +0 and check for crashes; it might be related to the Memory Clock speed, and some cards could be problematic. My friends experience crashes after setting it to +50.

The Duke runs on a 1080Ti budget. I wouldn't anticipate major overclocking efforts. Expecting 50-150 plus for a 1080Ti is typical. A memory rating above 450 is quite high and depends on whether it's Micron, Hyix, or Samsung. Not all options perform equally well.

No.
Edit: It might have some high 12v fluctuations or drops. However, I believe there are other issues beyond just not achieving a high overclock.
