It seems this card wasn’t produced in a typical factory setting. There’s a possibility the caps were physically moved or something went wrong during manufacturing, maybe through external or internal issues. These aren’t hand-soldered—they’re arranged like a chessboard using EUV machines. I suspect it might be a rare accident rather than a production flaw.

I’d also consider limiting the maximum FPS, aiming for a sensible value. It doesn’t need to be minimal—just start with low and adjust as needed to resolve the problem.

A random accident might be the cause, even though the card remained operational. The quality control team at MSI likely relied on AQL sampling methods, which may not have detected it. The inspection crew probably didn’t find it either. Without signs of solder damage—like cracks—the capacitors likely stayed in position during placement and soldering.
