You mentioned not seeing anything similar before. Did you confirm you have the most recent NVIDIA drivers and Boost updates installed for your GPU and motherboard?

I've got the latest BIOS for my Z370 board and the most recent NVIDIA WhQL driver. Almost every game runs smoothly.

I don’t understand much at the moment... Is there a possibility of overclocking? That’s something I was thinking about. Otherwise, I can’t really figure out the issue. Apologies if I couldn’t assist.

I just re-entered the game and it became frustrating, as motion blur suddenly activated after an update without any warning. I turned it off, and now zooming with a right-click stops stuttering when moving. I don’t understand why this happened—I’ve never experienced it before in other games.
