Another issue that I noticed is that whenever i start Windows the Asus GPU Tweak starts but it usually is not responding as soon as it starts up. Dont know if that is a big issue.

Your setup on Windows 10 may influence performance, but upgrading to Windows 8.1 or reverting to Windows 7 isn’t necessary unless you need specific features. Consider what matters most for your tasks.

Consider the driver you referenced; the present ones are completely faulty.

I'll use DDU and try the drivers you suggested to check for improvements. The biggest issue I've noticed is a significant drop in framerate in Doom—intro scenes feel sluggish, but once I reach the main menu it runs smoothly at 60-140 FPS. Sometimes the intro starts quickly, but during gameplay I'm stuck around 20-30 FPS. I've also tested fullscreen and borderless settings, which only shift the difference to about 2-3 FPS.

It works in fact. The situations are uncommon, but your drive experiencing stress can noticeably impact specific games.
