I'm facing an unusual issue that isn't easily found online. On my desktop, various applications and software cause the screen refresh rate to fluctuate randomly and create flickering effects. This happens across different programs and makes using Windows quite frustrating. I've reset the BIOS, reinstalled Windows and drivers, and adjusted the monitor cables, but the problem persists on both monitors. My setup includes an Alienware 1440p at 240Hz and an Asus 1440p at 165Hz. Currently, after a fresh Windows installation with the latest BIOS, GPU, and driver updates, the GPU is RTX 2080 Super, CPU i9 12900k, 32GB RAM at 3200MHz, and the motherboard is an Asus PRIME Z690-P. This issue doesn't occur during gaming. A screen refresh rate video is available.

After checking everything you've tried, the next step is to test your GPU. It seems like it might be failing. You could try using a different computer to see if the issue persists.

It might be your display encountering issues due to a refresh rate conflict such as Gsync or Freesync, have you considered turning it on or off?
