Windows GO is the only option that works with external storage. Some Linux distributions support 256Mb drives (though it might need around 118Mb or 180Mb). I own one for backup needs, but it still needs a 32Gb drive and an Enterprise license. That idea won’t work.

It's not the case, and you can add Windows to an external drive without using GO. I've already set it up on 8.1 for a 16GB flash drive—just needed to update the firmware.
