Keep in mind, the optimization is really lacking here, and it's actually gotten worse in the last few updates. A 16-player game might beat a 970 now, but it won't be able to do so in the future.
It looks good at medium to high settings with a 970 and 4790k at 1440p. For groups of 16 players who enjoy missile fetishes, I might need to drop to medium. My main concerns are networking and server stability—if the game becomes unstable, it could crash the lobby. I think the GPU isn’t the biggest issue here. A 980 or higher would be ideal if you can afford it, but it’s doable otherwise.
Reduce GPU load and improve frame rate. After adding overdrive overlays, performance on CPU has dropped, and CPU usage has risen significantly. The issue seems linked to the number of players.
It's mainly about the player boost. I'm concerned because if CIG needs battles with cap ships, things could get really chaotic if everyone is lagging—especially to a ridiculous degree. But fine, it'll sort out. CIG will handle it once resources go back to AC.
Your i7 4790k with an OC of 290 runs at 720p in low settings at 30fps requires a very powerful machine.
