My client operates at a business needing a custom IPK compatible only with Apple iPads. He prefers an iPad over Apple products and seeks a practical alternative. I considered a Microsoft Surface but found it unsuitable for running IPK files. Any suggestions? The IPK isn’t available on the App Store.

You haven't used OS X+SDK on a VM yet, but you can build one that works across devices. You may need a valid OS X license since a VM isn't a hackintosh.
