Boost the turbo power settings in the BIOS and your processor can maintain any speed you desire without limits. Many motherboards set these values very high (4095) to avoid performance issues. If they’re stuck at the default, your CPU may slow down during demanding tasks. Who would choose that?

I followed your instructions closely. I adjusted the long and short power limits to 4095 (maximum) and performed ten CBR15 tests at full throttle without any throttling. However, I was confident my setup could handle 4.6GHz under heavy load with default BIOS settings. It seems it did so about ten months ago before I began applying an OC to this CPU.

I didn't notice that situation before, and it makes sense. Quote - "the first run will always have the full turbo budget, but if later runs can't refill the budget, it might drop." I wasn't aware of this scenario ten months ago when I got my 9700K. It was running at 4.6GHz at stock with no throttling. Now, after the BIOS update, things changed. I had to increase the "budget pool" (adjusting short and long power limits) to keep 4.6GHz under heavy load. I'm unsure how much the difference is compared to ten months ago.
