I've faced this problem before, but I don't recall exactly what I did. I removed the CMOS and it didn't help. It seems to be a 5960 model.

FF isn't a CPU, which is why it doesn't recognize having one. Replace the 24-pin and 8-pin power connectors, reinstall the CPU, take out any PCIe cards, leave only one RAM stick, but place it in an odd slot since it won't boot otherwise. After initializing, clear the CMOS and attempt to boot again. EDIT: You don't need a display to check for boot; it should show A2 once initialized, confirming POST status, then you can reinstall the GPU to verify OS boot capability.

Ive reseated the cpu twice now, unplugged everything from the board and its still not working. https://www.youtube.com/watch?v=CcH8ZaqTcFo This is sort of what its doing. I even tried putting the ram in the wrong slot but still no results

It might be a faulty BIOS setting. The C output suggests a hardware or configuration issue.
