No, we prefer one cable with the 2 4pin connectors rather than two separate 4-pin cables from the PSU.

I employ two distinct connectors, not just the one with the split at the end. I notice an error message from a WHEA-logger (ID 17) appearing in my event viewer. It seems the system is struggling to advance beyond the manufacturer's screen before freezing.

You might attempt to configure the PCIe standard to PCIe 3.0 within the BIOS settings; this shouldn't cause significant issues for the 3070 because it uses an x16 connection, so it should work well even at 3.0 speeds.
