I finally acquired a decent cooler, the 212 EVO. I performed an overclock on my i5 4690K, trying a speed of 4.5GHz @ 1.25V. After running CPU-Z stress tests for several hours to check stability, it crashed. I restarted and increased the voltage to 1.265V, which initially seemed promising but then showed up as 3.5GHz in both CPU-Z and Task Manager. I shut down and adjusted BIOS settings, but nothing changed. I cleared CMOS and restarted normally without overclocking. When I accessed CPU-Z again, it displayed a multiplier range of 8 to 45.

Despite having Turbo Boost turned on in BIOS, it was shown as disabled in RealTemp. After adjusting the configuration there, everything functioned correctly.

Consider adjusting the lower overclock setting and observe if it reaches that target level.
