I don’t plan to overclock myself. I’m considering a custom build because I prefer having someone else handle the setup and testing rather than doing it myself. The idea of hiring someone to test and deliver the system in one package seems worthwhile, especially when considering shipping costs and the need to stay over for multiple days. The company I’m evaluating charges a fee of 10% for £30 or 20% for £50 for overclocking the Ryzen 7 9700X. The alternative is a non-overclocked Ryzen 7 7800X3d. Which option do you think is better?

I wouldn't pay the overclock charge. Consider the 9700x for savings or the 7800X3D for better performance. You can apply PBO to lower voltages (cooler temps, faster speeds) on either if you prefer. It's straightforward. Many YouTube tutorials show the process. Turn on a few options and adjust an offset value between -30 and 0. Run a stress test to see where it holds up, then you won't have to worry again. Even the stock models perform well.
Most CPUs nowadays automatically boost their performance with proper cooling. Minor adjustments are possible, but overall changes are limited these days. While you can maximize core speeds, gaming usually suffers if you push them too far.
