I believe it’s time to upgrade both, though I’d hold off until the GPU market returns in 2022. Then you could get a 5600X and a 3060 for a big performance boost.

3060 is a bit beyond my budget, but I don’t want anything like 150 fps—my aim should be around 75+ fps in Warzone.

It's fine, but you can certainly save some money. Are you buying in the united states? Now is not a great time to buy a GPU unfortunately. Your 1650 should work for now.
