I just upgraded my motherboard and GPU and am trying to pick a CPU to match. I’m considering either the 12900K or 13700KF, but I have the budget for the 13900K if it suits my needs better. Right now I’ll mainly use it for gaming, but I’m starting to work with Unreal Engine and plan to learn Blender soon, so I want to know which CPU fits those tasks now and later. Any advice would be great!

Among the CPUs you mentioned, exclude the 12900K unless it's notably more affordable compared to the 13700K. The 13700K simply outperforms in all aspects. When comparing the 13700K and 13900K, it leans toward a slight discussion. For your use case, a 13700K should suffice, particularly with a modest overclock. The additional E Cores might be useful on the 13900K, but you may want to hold off on the Ryzen 7950X3D for a month if you plan to invest heavily and need a premium gaming or workstation processor.

The MPG Z790 carbon motherboard is specifically made for Intel processors, leaving AMD options unavailable at this time.

I didn’t know you had purchased that board before I saw your message. When I learned you intended to buy it, I assumed you might be adjusting your build plans to suit an AMD setup if needed.

Sure thing! Glad you're considering the 13900KF and adding DDR5 RAM. Let me know if you need anything else.
