Not entirely clear on your question, but the RAM slots are adjacent to the CPU slots, with eight RAM slots each containing four GB sticks. However, regarding the CPUs themselves, both have been installed, though only one is currently recognized.

Typically, if a single CPU has an issue, the motherboard won’t allow the system to start. Are all the RAM modules recognized? It would be unusual for the CPU to be inaccessible while RAM is detected.

All the RAM is present, yet the CPU isn't working with it. It seems another component is faulty. If you run certain tests to check for improved performance with more cores, what outcomes do you observe?

What BIOS version do you have installed? Because your setup came with just one CPU, it might be limited to that configuration, and updating the BIOS could enable dual-socket support.
