While attempting to use MGSV and AutoCAD 2016 I encounter the issue of msvcr110.dll missing, I have reinstalled Microsoft Visual C++ multiple times without success. Please let me know if this helps.

You installed the latest C++ redist version. Someone before you faced the same problem, and updating resolved it.
