He’s switching to Windows 10 but keeps seeing this message about a missing file. The program won’t start, and he can’t access Windows updates either. It seems the required DLL isn’t installed, and the system won’t recognize the PC as activated. Let me know if you need help fixing it.

I thought it through and managed to get him install the Visual C++ Redistributable for Visual Studio 2012 Update 4, but it didn’t help. Now that he restarts, the same issue persists.

Download the .dll file from the internet and copy it into the directory C:/Windows/system32. Follow these steps carefully.
