Alternatively, try enabling Vsync in Windows and turning off the Vsync option in games so the main screen runs at 144hz. Sure, you could ask a friend who has access to a GPU for testing or bring your 3070 to their computer.

Did you get the driver from the Asus site? These versions are optimized for Asus GPUs and tend to have fewer issues.

It doesn't seem like a driver was sent since the fresh install kept restarting your PC during Windows startup.

You asked about undervolting and whether it was disabled or changed after reinstalling Windows. It might have been turned off or new settings applied. Your PSU could be aging—especially with over 5 years of use—and dusting it might help performance.

I applied MSI Afterburner for Undervolt and changed my PSU as planned. My friend faced the same problem with his RTX 3070, while he used my ASUS GPU and it functioned properly. It seems there’s a problem with my CPU or motherboard.
